Government directs officials to fast-track eligible cases under GOs 455, 456, 747 and 92 amid wider push to resolve Section 22A land issues
Hyderabad, Sept 2026 : The Telangana government has decided to fast-track the disposal of Urban Land Ceiling (ULC) applications that have remained pending for years, with Revenue Minister Ponguleti Srinivas Reddy saying the move is aimed at providing relief to applicants facing difficulties over land rights and property transactions
The Revenue Department has directed officials to examine pending ULC applications filed under Government Orders (GOs) 455, 456, 747 and 92 and take steps to regularise eligible cases in accordance with the applicable rules. The directions were issued through Memo No. 48062/ULC/A1/2026-1
Srinivas Reddy said thousands of applications had remained unresolved for years despite a government order issued in 2016 for addressing pending ULC cases. According to the minister, the non-implementation of the earlier order resulted in prolonged difficulties for applicants seeking to establish rights over their properties and undertake transactions
He said the latest decision was taken as part of the state government’s broader effort to resolve long-pending land and registration-related issues. The government has been pursuing a fast-track mechanism to address problems associated with Section 22A of the Registration Act, which covers properties placed under restrictions on registration
The minister said officials had been instructed to examine applications relating to colonies that are either partially regularised or remain unregularised. Eligible cases will be processed for regularisation after completion of the required procedural formalities and in accordance with existing rules
The move follows an assurance given by Chief Minister A. Revanth Reddy in the Legislative Assembly on September 16 to address major issues linked to Section 22A through a fast-track process. The government has already constituted a high-level committee to examine the issues and has taken decisions concerning registration of certain properties
Srinivas Reddy said orders issued in accordance with G.O. 118 and G.O. 76 have enabled the registration of houses, plots and flats that have valid approvals from the Greater Hyderabad Municipal Corporation (GHMC), Hyderabad Metropolitan Development Authority (HMDA), Directorate of Town and Country Planning (DTCP) or municipal authorities, even when such properties had earlier been included in the Section 22A category
The minister said the latest instructions on ULC applications represented another step towards addressing land-related grievances that have remained unresolved for decades. He added that the government would continue examining other pending issues and seek solutions through the fast-track mechanism
